Yes they have. It has been required in the past, but they flipped it so we can comment while we watch. In the order they wish us to fill out this form, it makes much more sense with it being on top.

that's a good point, maybe they just did it so we can comment with it at the top. In full screen mode the video stays to the left but a lot of us do it in split screen etc. Hopefully not going down the path of forcing it.
