E-mail generation for blocks is dependent on how the Requester blocks you (through the interface, CLI, or API) and the settings they use on the latter two.

No one anywhere knows how many it takes to trigger a ban, 3 is old wild speculation based on a lot of bad information/data. There are likely varying thresholds depending on a lot of factors, including some level of luck.
