Only originally intended for a single HIT ham. (The cycler functionality is new and is improvised on top of an infrastructure that only had single-HIT ham in mind.)

In the current version, cyclers check whether it's their turn on timers that run independently of one another. The slider controls the rate of this check. So if the second window asks "is it my turn?", and the system says "no" but ends up saying "yes" 20 milliseconds later, the second window has to wait another entire cycle before asking "is it my turn?" again.

Because of this, a standard cycler like Panda Crazy, Hit Catcher, etc., will be better than this when trying to snag several HITs over a long period.

I never meant to write a public panda handler. This was meant to just be something to try out registerProtocolHandler and an attempt to define a web+panda:// protocol lol.
