Yes, those are quails. You don't really road runners in areas with dense vegetation because it neutralizes their speed. Road runners hang out in open areas. You can also tell because quails move in packs like that with the chics walking together, they usually do it in a big line.

The road runner is also one of humanities best friends because they hunt wasps.
