Eh it is more that there are loads of clueless people using the qual because of how hard it is pushed on new requesters. Most of the time this actually just leads to super overpaid work because they don't know how fast experienced workers can do stuff but it obviously also leads to shit like this. Not a huge deal as most of us have loads of buffer but yeah.
