I'm not convinced it practically never happens. I mean we don't really have any data either way. And I don't think that a very large number of requesters would fall into this category, but I've often seen remarks here about mass rejections and while some do get turned over not all of them do. I can't count how many times i've returned something because of the number of rejections listed in their TO. I know I've gotten some bs rejections where the requester just fades away and i'm stuck with it because there is no process to further have the issue investigated. I still stand by the fact that there should be an objective party that can review rejections and make a final decision. Not all surveys come from a university so IRB isn't always an option. Granted I take rejections more personally than a lot of people but still...
