Universities are a morass. They think up most or all of the restrictions on work life. OSHA, EEOC, EPA, things of this nature.

What they study and propose is based on the thinnest, most specifically narrow interpretation of reality, because that is the job of a working Research Scientist. So if the current trend in bleeding-edge Social Research indicates someone might be traumatized by Videos of dandelions being cut by a lawnmower, they must invest hours of paperwork to prevent that trauma.

Then they are subject to EVERY regulation possible. Most are government funded. That means they must comply with Local, State, and Federal regulations. My Uni town has regulations, lots and lots and lots of them. In the EU it's even worse. They might have levels of government to their National. Then 1, 2, or 4 more layers of EU regulation, THEN international regulation.

PLUS they've got their own University code, which is informed by any group that the Administration feels threatened by or fashionable supporting.

So what you get is a stack of regulation on thier research that is approximately as tall as @morweeg (she is a Giantess standing 7' high).

So do do people do, these Research Scientists that think up all these rules and regulations?
