Only difference between blocks is how a requester assigns them, but functionally they're the same thing. If you use the interface it generally wont generate an email because mTurk is garbage, CLI/API does because who knows.

ETA: e-mail info is from quals, idk which one emails for blocks because I'm a Grinch and am not testing that even on sandbox.
