The issue is there is no way to obtain absolute data.

The percents were made up, so don't harp on the actual numbers. How is there any less datapoints in TO 2 vs TO 1 or how is TO 2 more ripe to gaming? TO 1 is by far more unclear in conveying if a requester is good or not.
