The best explanation, to my understanding, is a combination of several factors, including common structural malformations of the postcentral gyrus that cause cross-talk between somatosensory regions in control of both the genitals and the sense of touch in the lower legs and feet, combined with foot interaction as an early and common form of sexual play, often with restraint, such as a a baby sitter or older relative holding a child down and tickling the feet, which wires the preadolescent to further associate pleasure with both physical attention to the affected area, as well as domination and submission, which seem to be commonly associated with the developed adult sexual interest.
