Well they just sat on a boat and had a beer, explaining details of their situation that they should all know and not have to talk about, which is a really cheap and easy way to flesh out a scifi universe for the viewer. All Japanese movies and cartoons do this.

Now there is a long, moody musical montage of different scenes of their near-future city, with warbling Japanese girls trilling in a chorus.

Fight scenes are highly-stylized with lots of slow-mo and dramatic angles.

It's basic anime. It's not terrible, but it's Direct To Video action/scifi quality overall. I'd rate it about equal to Universal Soldier with van Damme.
