    I got the qual and had the same thought as you about that but this made me type the numbers as 13 14 etc.... "Use spaces between letters when a speaker is spelling something out such as license plate number, time of incident, case numbers, and ten codes (e.g.: A B C 1 2 3, the time is 11 27)."

    That's what I ended up doing too but I reread the instruction 4 times trying to find where it said to spell it out or not.

    Right lol same here, and even then I felt 50/50 about what I chose but it seemed the most logical to me with that one section of the instructions being that way.
