    It makes no sense; there are people who have't turked for months, or who just started this year who have it now. I seem to remember somebody getting it last time who had a really low rating, I'm thinking less than 95%, though I could be remembering incorrectly. On the other hand, some people have hundreds of thousands of hits, are unicorns, etc., but don't have it. Don't let yourself get too hung up on it. I think they really don't want to do the work to figure out who should actually have it, but want the master category for marketing or to charge requesters more or whatever.
