    From all my research it's a qual that's run by one organization that is used to gauge how accurate and consistent you are. Other groups report demographics tied to your worker number, if there's a lot of variance you can be downgraded to CR group 2. OR if you stopped turking for several years and your situation has changed since then.... apparently like me.... you can also be downgraded to group 2. Awesome. Wow.
