The only 2D games that I can find that ran at 30 fps instead of 60 fps is Outrun arcade and the Metal Slug games..

Early 3D games had issues as well obviously but you can hardly blame them and even during those times a stable 60fps was a lot more common than they are today for consoles.

Refresh rate on analog equipment wasn't always the same as the game FPS. Old TVs were 50hz or 60hz. Film was 24 fps and the tv avoided flicker by having double the refresh rate as the film fps, you just got two of the same scenes. Same thing with a lot of games that rendered at lower FPS. Some of those old tvs that came out with higher refresh rate would fuck your eyes up and give you a headache. We didn't even have FPS concerns until the days of Quake.

 

I'm just about the only one that can afford to make that time. Everyone else has grown up and gotten lives and real jobs lol
