I can't remember if clearing cookies has anything to do with messing up the db.

Mine was being fucky for a while. My database kept disappearing quite often. Had to keep importing my backup once every pretty often. I stopped importing the backup, and it has been fine ever since. I lost all my database, but I think the backup I was importing was fucking it up for whatever reason. IDK
