    Not sure, but I heard on a podcast that they have to pay the taxes on whatever they win before they can get it.

    Like when Oprah gave away all those cars, a bunch of people couldn't accept them because they couldn't afford the taxes.

    Split your page request load across both sites. Check what scripts your running. Some scripts add extra page requests on submit (the queue order fix scripts do this).
