I have one of my CCTV cameras pointing at the front gate and I have USPS recorded just dropping that delivery attempt slip in the mailbox without trying to make a delivery

That sucks I know I hate when I get certified mail and they don't even knock, just put the slip in the mail box. I know they don't knock because I am always home and can hear when they open my mailbox. I found it annoying before but now that I can't drive it really ticks me off to have to find a ride to the post office.
