Well it shouldn't be illegal. And I think that actually only counts towards employees. I can choose not to pay a contractor because the failed to provide the contracted work.

 

That doesn't mean they should still pay people who are just pretending to do the hits. If people are coming in and just marking n/a on a batch in order to make a bunch of money without actually looking at the work they should'nt be paid AND they should get blocked.

No, you can't... If that contractor did ANY work for you, you owe them money. Now you can sue for return of some of it, but you don't get to just not pay them.
