Like I said elsewhere when I was talking about my experience with Amazon's rules during the mTurk TOS debacle, Amazon just doesn't bother with enforcing their rules that often. It's likely that it was added after they were approved, and that they just don't make enough money for the TOS team to run a checkup.

 

Just like when you're applying for a driver's license for the first time, you have to prove that you know all the rules that you're going to forget or refuse to play by.
