I'd still say give him free reign then, especially if he's using whatever method you want him to "alert" you for the bathroom. With all of mine, I like for them to just whine so basically what I did is any time they so much as whimpered I'd say "good outside!" and take them outside immediately to build association. It's like a choir in my house now when one actually has to use the bathroom, they go over the top howling basically so I know when it's "real" and when they're probably faking. The oldest is the smartest and has figured this out, but he's basically a human and the other two are none the wiser. I usually do this up until like 7-8 months when I know they can hold their bladder more and I can judge when they're just being needy.

That makes me so sad that he is that anxious! I've had a lot of dogs like that in the past, it's been awhile because the current three were all with me since they were pups, but rescued dogs from bad situations are seriously the most sincere, kind, loving, gentle and grateful souls in the world. They're more work but they give you back what you put into them ten fold.

Skeeter was a bait dog before, so his instinct is to make himself as small, and nonthreatening as possible.

Luckily, he doesn't pee himself if you tell him NO anymore, and very aggressively barks at people who come near his home. After seeing the poor guy shake any time he saw a man, it's actually very sweet to see him get defensive of people who come around me that he doesn't recognize.

He's a giant pain in my ass sometimes, but I love him and wouldn't let anyone else ever have him! He's a sweetie. I literally flew him home in a friend's plane, cause I refused to leave him behind once I saw him and I flew there in a 2 seater. He also really loves sticks, all sticks, of any size.
