Yesterday a batch looked somewhat promising (Ty Short) but I didn't do any HITs because the requester had no TO/TV. I know firsthand what a mass rejection can do so I'm really hesitant to work on hundreds of HITs from a requester with no history.

It's good to be cautious sometimes, but you can also try someone out without jumping in with both feet first. Whatever your comfort zone is with rejections. Like do 20-100 for a new requester, make a note of the requester for the future. If it goes well, add them to your include list and catch their next batch, if it doesn't, add them to your exclude list.
