I've had 4-5 rejections but all but 1 were overturned.

People used to say you should cook timers to prevent pay drops. In other words, don't let the requester know their time estimate is way too high. I'm sure that has happened but it's probably rare enough to not even bother. Besides, getting everyone to follow the plan isn't going to happen.
