They're only really yappy if people don't put effort into them. Small dogs need as much training and love as big dogs, but a lot of people get small dogs because they think they require less effort for some reason and end up with yappy/inbred monstrosities.

 

case in point, my mother and her evil miniature yappy poodle who she coddled and was awful
