My full time job is as a software product manager. My personal observations:

• QA people aren't underpaid, or if they are they need to get a new contracting company. There's a big range depending on experience, etc., but the rates I get quoted for QA contractors are in the same range as developers.
• The bigger headache is the customer who doesn't want to spend the money ("you don't need that long to test!") and/or doesn't want to take the time ("that'll push the project out to July and I want to have a release in May!")

I can also argue that much of the problem lies with developers who are too inexperienced and/or too lazy to think much outside the happy path. If a customer is ready to cut corners on QA they're probably also going to go for the developer who's $65/hr instead of the one who's $120/hr.

And, by the way, poorly written requirements don't do anyone any favors, either. How do you test against ambiguous or incomplete specifications? (Answer: badly.)
