No, they don't. VRAPI is helping cities find tax evaders, but they do little to no pre-screening, so even people who are legally using AirBNB/Homeaway/VRBO with full STR permits and shit have their info scraped and publicly dropped onto mTurk lol. But the entire point of the business model is to help cities generate revenue by finding and fining folks not paying their STR taxes.
