This is not true with the way mturk works on default. You can use scripts to make it happen though.
Mturk defaults to bring up the oldest hit in your queue when you submit a hit.
You can use https://greasyfork.org/en/scripts/3103-mmmturkeybacon-queue-order-fix to have it bring up the hit with the shortest timer instead. Panda Crazy I think is also supposed to do this by default, but I haven't really paid much attention to see if it works the way I think it does.
