    Nada. They are universally that way in the US. Even when they are horizontal, the colors are in the same order left to right that they would be up to down.

    For that reason lol. Service dogs also learn it so they don't accidentally drag their owners across the road.

    maybe i imagine the opposite direction or it was overseas?

    We had a flashing stoplight when I lived in Georgia. They had it put up because assholes were driving like 70 thru our podunk town.
