I'm sorry you went through that, and parents should be more aware. AND, pits do get a bad wrap, but there are a good number of owners of all large dog breeds who should not own a large breed dog. I don't hate pits, I've owned Dobbie's and Rotties in my early adult life. It happened to be a pit that came in my yard and attacked my Border Collie. Kids a few blocks away had answered their door and he got out. Nothing happened, city did nothing, and my BC took a deep wound to the neck and eye.
He was okay for a few days, but then he developed an infection. He was ten years old and he just couldn't fight it off. I personally feel that ANY dog over a certain size becomes a weapon, and I would like to at least see that maybe some sort of disobedience/ training be required for them (more to educate owners). In the end though it really comes down to people being responsible, aka not being asshats. Mind your kids, mind your dogs, leave other peoples alone. Hell, I have the opposite issue, Mo is a 4 pound Yorkie and Sherlock is a 5 pound Coton de Tulear, everyone thinks that means they are okay to handle, a young child broke moes leg once. Again, asshats!
