How old is he? He might be afraid on his own. Take him out and stay with him. Tell him "go potty" and give him a treat as soon as he goes. Always positive reinforcement. It is a ton of work at first, but if you are consistent they catch on pretty quick. He is adorable!

My dog is nearly 3 and he's still afraid to go out too far on his own. If it's raining, he won't go outside at all unless someone's with him, but I think that's normal for dogs.

 

Mine are 1 and 2. If it is raining I have to carry the 1 year old out to the grass and wait with her till she is done. The 2 year old has no problem going out, but he will go right outside the door and get back in as quickly as possible.

 

It's not unusual, but you may be raising a giant baby.
