I agree, I doubt it's the water heater then, and yes replacing the breaker should....Instead of typing the rest of this just I'm just gonna say do...
If it's a dedicated breaker for the water heater then my bet would be on bad circuit breaker. Unless the heating element or thermostat shorted in...
