The reason used to be a tax one. The excluded states didn't pay sales tax for amazon purchases and Amazon didn't want any loophole to allow states...
Rapid requests on submitting are needed too, probably CI is where you're most likely to see it happening if you ever do
It's unlikely to encounter through normal use, you have to really try to make it happen
When you submit a HIT on worker the page request to submit it still goes through www, it's just 1 page request as compared to 2 when completing...

If you mean blocking a HIT on something like Hitfinder, it's purely on your end of "vision" of not seeing the HIT and will not affect your ability...
