Yeah, its not running fast because it is way under voltage. You are quite probably damaging the motor windings at 9V
Is it PWM (pulse width modulated)? I doubt that a 24 V fan will run on 9V at all. If you can get 18 V or so you could be ok.

If it is a 12 VDC fan, you should try to get a 12 V source. Running under voltage spec increases the current draw and could result in bad things...
