I have been told (by numerous quite reliable sources) that staring will not work. You will need to punch the monitor repeatedly to help the panda work. Please note: this is not an attempt to eliminate any competition.

I heard the only thing that works is taking off your shirt, smearing your belly in peanut butter, then running outside and yelling "By the Power of Grayskull I am He-man!" for ten minutes... Then all of your PandAs, including C-Stats fill your queue.

 

I forgot about the "Grayskull Panda Mating Call." You are correct... but I think you may have missed the part where you must be standing in the middle of the fastest highway/interstate/freeway you can locate.
