Almost all NUC boards and kits allow 1600 MHz up to 16 GB (sometimes higher clock and up to 32 GB). A few are restricted to lower clock and 8 GB. Either way, 8GB is plenty.

4 GB is gonna be your absolute minimum. 8 GB is ideal. 16 GB is overkill for web browsing. Even most systems for gaming only need 8 GB (it gets closer to 16 GB every year).

You would be hard pressed to find a prebuilt for sale (assuming you aren't building it yourself) with less then 8gigs of ram. And a lot of them have 16gigs these days. Either of those amounts are most likely plenty for your needs.. and if they ever stop being enough it is easy enough to add more.

Personally I have 24GB of ram and that is enough for gaming, loads of chrome tabs, and some server stuff on top of that without any issues.

I don't think that I would build a gaming computer with less then 16 gigs of ram these days and 8gigs is the least that I would ever suggest getting a computer with even for normal stuff. Ram is just so cheap now that you may as well get plenty.
