Oh I know, usually culls are done by allowing for special permits for the normal population. I live in a suburbs/city area and I saw a dude bow-hunting in a wooded area no bigger than an acre when I took my dog for a walk last year (before the season started). Deer are like squirrels by me. lol. It's hard to take care of those problems when there is hardly any funding for the projects.
