Best thing you can do is try to explain your situation. It's likely that the requester just doesn't know what they're looking for when they are looking at the ip address, or something is off with the system as this is the third time? in recent memory that I've heard of this happening.

is it safe to take short hair dogs out for like a 15-20min walk in sub 40 degree weather?

It should be fine I'd be more concerned with their paws. Maybe get some booties for them? Otherwise just stay on pavement vs the asphalt and they should be fine and if you're super worried you can maybe just do a 30 minute to an hour outside at a time.
