    As I understand it, quick version:

    scenario A: Requester uploads a batch of 1,200 HITs where the question in each HIT is unique. Each HIT accepted by a worker takes the HITs available count down by 1.

    scenario B: Requester uploads a batch of 1,200 HITs where each unique question is validated by 10 separate workers to gain a consensus by voting (think A9, Customer Interests). There's actually 12,000 unique HITs. The HITs available only drops down when all 10 of a certain HIT are accepted by workers.

    scenario B explains how a survey can have only 1 HIT available, but hundreds of workers can accept it.
